Discover the Vision Behind Bahia Mar Boutique Hotel in Vilankulo, Mozambique
Mozambique's rapid development was significantly delayed by the war for independence in 1964, followed by the civil war from 1982 to 1990. During this challenging period, agriculture stagnated as opposing forces lived off the land, unable to cultivate. However, towards the end of this turbulent time, Mr. Paulo Zucula, a Mozambican businessman and visionary, discovered a stunning plot of land on Vilankulo’s beachfront — land that would eventually become Bahia Mar Boutique Hotel.

​A Dream of Sustainable Agriculture Turns to Tourism
While exploring this land, Paulo noticed a thriving stand of cashew nut trees, which inspired him to dream of a sustainable cashew nut farm.
He envisioned a research facility focused on efficient propagation and species cloning. "When I found the land, it wasn't yet incorporated into the Vilankulo Municipality, so I could farm it. My dream was to establish a cashew nut farm and research center, and eventually retire to enjoy the sea views." However, the land was soon incorporated into the municipality under the newly formed Government of National Unity, with beachfront zoning designated for tourism. Paulo shifted his focus from agriculture to tourism, realizing its incredible potential for Mozambique’s future.

​Building Vilankulo’s Tourism Infrastructure
After discussions with other tourism operators, Paulo saw the opportunity to contribute to the region’s growth by creating a high-quality conference facility. This led to the construction of the Vilankulo Conference Centre, which was completed in 2004. Paulo explains, “We recognized that a conference centre would add great value to the area, enhancing business tourism and bringing more visitors to Vilankulo." Despite the success of the Conference Centre, a major setback came in February 2007 when Cyclone Favio devastated the region. The cyclone claimed four lives, injured over 70 people, and caused significant damage. Without insurance for natural disasters, Paulo faced the challenge of raising funds for repairs and reconstruction. Plans to expand the center with a pool and bar were set into motion to enhance its social appeal.

​​The Birth of Bahia Mar Boutique Hotel
In 2008, Paulo was appointed Minister of Transport in Mozambique, which led to a temporary pause in his tourism projects.
By 2011, after completing his government duties, Paulo returned to his true passion: hospitality. He oversaw the completion of the pool area, reopening the Conference Centre and expanding its offerings. In 2013, he stepped down from his government role to fully dedicate himself to creating a more holistic and sustainable hospitality experience. During this time, Paulo met Susana Vidal, a marine biologist with a strong background in nature tourism and sustainable development. Sharing a vision for environmentally and socially responsible travel, Susana was appointed General Manager, and in 2014, she led the official opening and operational launch of Bahia Mar Boutique Hotel.
Built on the foundations of Responsible Tourism, Bahia Mar was developed to minimize environmental impact while maximizing benefits for the local community. Under Susana’s leadership, the hotel introduced eco-conscious practices, invested in local staff training, and created guest experiences that celebrate the region’s natural and cultural richness.
